If merchants offer incentives for paying with cash then it is just the same as paying the credit card fees. Some places charge people to use credit/debit cards now. Some people pay a fee for using debit cards and they could avoid that with cash. The point really is the consumer gets charged (yearly fee) to have a credit card with points on it, the merchants get charged extra to take the credit cards with points on it so the credit card companies are making money off of both consumer and merchant in essence doubling up the fees not to mention the interest rate.
