California soul-jazz groovemasters headline the Boot’s Halloween Ball, with Congress guitarist Will Bernard playing an opening set. The show is presented by Vancouver’s Upstream Entertainment who will be awarding the evening’s best costume with guest list privileges to all Upstream shows for the next calendar year.
