Council briefs: Ticket bylaw update gets first three readings; Community Forum set for Nov. 2

The first phase of upgrades in Lot 5 is set to get underway after council awarded a contract in the amount of $684,668 to Whistler Excavation Ltd., at its Oct. 17 meeting.

Whistler Excavation's bid was the lowest of three, beating out runner up Coastal Mountain Excavations by just $82.

Phase 1 of the work was scheduled to start Oct. 23 and consist of re-grading, installing storm water drainage improvements and widening the entrance of the lot, said capital projects manager Tammy Shore in a presentation to council.

"This work will carry through this fall into next spring, with a break over the winter obviously, because of the snow management in that area," Shore said.

A separate tender will be sent out in the new year for Phase 2 of the work, which includes asphalt, lighting, line-painting and Valley Trail improvements.

TICKET BYLAW UPDATE GETS FIRST THREE READINGS

A bylaw connected to the Resort Municipality of Whistler's new Solid Waste Bylaw got first three readings at the Oct. 17 council meeting.

The bylaw amends the municipal ticket information system bylaw, adding new terms and increasing fines for certain infractions.

To comply with the new bylaw, any person or business producing waste must not: include recyclables with their landfill waste; store their waste in an unapproved location; attract wildlife by storing their waste improperly; keep their storage container or enclosure in disrepair; feed dangerous wildlife; or attract wildlife.

In most cases, fines are increasing from $200 to $235, with a new $500 fine for disposing of recyclable material in a landfill waste garbage compactor.

Fines under the updated bylaw won't be handed out until September 19, 2018, one year after the new Solid Waste Bylaw was adopted.

Tickets will still be issued for infractions related to wildlife attractants, and existing rules related to public safety will also still be subject to fines.

Education and engagement with local businesses will continue in the meantime, with workshops scheduled for October and into the new year.

COMMUNITY FORUM TO DETAIL WORK ON HOUSING, TRANSPORTATION AND MORE

Whistler's council and municipal staff have been busy in 2017, and residents of the community will get a detailed look at some recent developments at a community forum on Thursday, Nov. 2.

The forum will be held in the grand foyer of the Whistler Conference Centre starting at 4:30 p.m. with a gallery walk.

Staff and council will be on hand to answer questions and collect feedback.

Presentations on housing, transportation and community planning will take place from 5 to 6:30 p.m., followed by roundtable discussions from 6:30 to 7:30 p.m.

Childcare and refreshments will be provided.

Feedback from the forum will be used to inform the RMOW's 2018 corporate planning, which begins with a council retreat in mid-November.
