Re: “Changes to accommodation tax collection pose dilemma for municipalities

Thanks for getting this information out there, collection of the MRDT on illegal short-term rentals is a serious issue for Whistler. I spent less than 5 minutes searching for illegal rentals to show how rampant this is...

3 Bedroom House by Alta Lake
https://www.airbnb.ca/rooms/15223110
Zoning: RS1 (Single Family Residential One)

4 Bedroom House in the Bayshores area
https://www.airbnb.ca/rooms/29037398
Zoning: LUC (Land Use Contract)
*This property actually blurred the address in their photos, but with Google Maps, it makes no difference.

The LUC could potentially be allowed for short-term rentals, but I doubt it. The RS1 property is clearly zoned for residential and is an illegal short-term rental. Every rental of that property is going to provide Whistler with illegal MRDT revenue - this is a problem, as it should not be rented short term at all.

Enforcement is the issue, it took less than 5 minutes to find two properties, confirm their address (which I didnt publish) and check the zoning map for their status. Simply complete the reservation, document the whole process and as soon as you step inside, the resort applies the monetary penalty/fine to the property address.

One enforcement staff position could manage this whole process and have costs paid for by the collected fines. The fines will be more than enough to cover the salary and all legal costs that will inevitably come along with enforcement. We already keep tabs on the illegal rentals, the resort needs to ensure they only receive MRDT revenue from legal short-term rentals.
