The 'recruitment model' isn't the problem - it's the financial model. Whistler is an unaffordable place to live while making minimum or near-minimum wage without having to having multiple jobs. With multiple jobs, people are living to work and it does not make for a great Whistler experience.

If Whistler and Whistler businesses want a good consistent experience, this variable needs to change to retain workers and to keep them happy. Higher wages can also attract higher quality staff. However, if profits are the driver, then the current trend will likely continue.
