Greenside’s rezoning application was originally submitted in January, 1990 in response to the municipal call for employee housing. The original proposal was for a mix of apartments and townhouses at a ratio of 3:1 employee to market housing (264 employee units, 83 market units, 1,404 bed units). On the basis of council’s direction to staff, density was scaled down and single family and duplex lots proposed in 1991. Then council resolved not to process any applications for additional bed units until the monitoring system and a new Official Community Plan were in place. In July 1992 Greenside revised its proposal to include a private school. Such a facility was deemed beneficial to the resort and the community when educational amenities arose as an issue during the OCP review. By August 1992 the Greenside proposal was for 45 market and 47 employee single family lots, in addition to a private school. In October, 1993 third reading was given to a plan which included 55 single family lots and 11 duplex lots (to be sold at market value), 17 single family employee housing lots and a private high school with student dormitories and staff accommodation. Since then Greenside and property owner Ruth Buzzard have been involved in a series of legal disputes. In recent months the project was delayed again when Crown lands said park land, dedicated to the municipality, couldn’t be used for development of a private school or employee housing, unless the province received compensation. Municipal staff then proposed the land be used for a public elementary school. Crown lands agreed to turn over the land for free if it was a public school, but Greenside then had to re-configure their plans again in order to make the project financially feasible. Greenside has built a training wall alongside Fitzsimmons Creek, providing flood proofing for the area, and prepared the site for a new bridge over Fitzsimmons Creek, which it will build. Greenside will also required to provide a network road connection to Blackcomb Way and provide some land for the Spruce Grove Park. The latest plan, submitted Tuesday but likely to be fine tuned by Monday, includes 57 single family lots, 10 duplex lots and two pension lots, all at market value. As well, a 2.4 acre parcel is proposed to be sold to the municipality for employee housing, likely family-oriented townhouses. Preliminary investigations suggest about 62 units, averaging 1,000 square feet, could be built on the site. The new proposal would also see Crown lands turn over a parcel to the school board for a public elementary school.
