Greenside Properties’ latest plan for the former Whistler Kampground site received third reading Monday, but it will be up to the next council to adopt the zoning amendment bylaws. Third reading is generally considered approval for a rezoning application, even though the application must still be approved by Victoria and then brought back to council for adoption. Councillor and mayor-elect Hugh O’Reilly said he supported the proposal but only if a workshop on the project is held for the new council prior to adopting the bylaw. "It’s the best of a difficult situation," O’Reilly said of the many incarnations Greenside’s development has gone through. It is the second time in the six years that Greenside has received third reading for a proposal on the Kampground lands. The latest proposal includes 57 single family lots, 10 duplex lots and two lots for small pensions. As well, council is now requiring Greenside to retain Parcel A and build 44 employee townhouse units on it. Greenside had wanted to sell the parcel to the municipality. The townhouses must be completed before the second phase of the single family lots are put on the market. The Greenside project will require 602 bed units, 474 for the market housing and 128 for the employee townhouses. The Kampground lands are currently allocated 153 bed units. Another 321 bed units will come from the 7,500 market bed units that were allocated in the 1989 Official Community Plan. The 128 employee bed units come out of the 1,700 allocated for employee and affordable housing.
