Cheakamus North, an 18 acre site between Millar’s Pond and Spring Creek, was to be the employee housing area. A total of 148 rental townhouses were proposed, as well as 42 rental rooms above a small commercial development, which was intended to provide services for the immediate community.

In addition to the housing, Regan would have built a bridge over Alpha Creek, connecting the Millar’s Pond and Spring Creek subdivisions. Approximately eight acres of Cheakamus North would be preserved in their present state.

Eleven estate lots were proposed for Lost Lake Estates, two separate legal parcels totalling approximately 10 acres off of Fitzsimmons Road North in White Gold.

The Grove development proposal in Whistler Cay was also made up of two lots totalling 10 acres. The site is within the River of Golden Dreams floodplain and includes an alluvial forest. Regan originally proposed seven estate lots on the site but municipal staff had concerns about the impact on the forest.

Regan then proposed eliminating two lots, for a total of five, and leaving more than half the site in its present state. However, that would have affected the overall financial picture of the Whistler Three project, so a number of options were proposed. Those included: the municipality covering the cost of the bridge over Alpha Creek at Cheakamus North; the municipality providing additional land adjacent to Lost Lake Estates; the municipality providing additional bed units; and allowing homes of more than 5,000 square feet on some of the lots in Lost Lake Estates and/or The Grove.

Staff was not impressed with the deletion of two lots in The Grove and felt the proposed development would still have too much impact on the alluvial forest.

Regan has had title to the three properties since last fall. With the Whistler Three project now dead, he said he needs to get some return on his investment. Current zoning allows him to build two houses, up to 5,000 square feet each, at The Grove and another two houses at Lost Lake Estates. A similar home is permitted at Cheakamus North.
