B.C. man pleads guilty to Metro Vancouver charges, including impersonation

A B.C. man has pleaded guilty to nine identity fraud, impersonation, break and enter and breach charges from a possible 35 charges involving offences throughout Metro Vancouver.

Rafael Ronny Garcia, 31, has been charged with offences that allegedly took place between 2020 and 2023 in Vancouver, Richmond, New Westminster, Coquitlam, Burnaby and Surrey.

He was released on bail five times but now remains in custody after being denied bail in October 2023 after 11 new charges relating to alleged March 2023 crimes were laid.

For Aug. 22, 2020, Garcia is charged with possessing a credit card obtained by an offence, fraudulently impersonating someone to gain an advantage and using a forged document.

For Sept. 19, 2020, Garcia is charged with allegedly driving while prohibited in Vancouver.

For Oct. 21, 2020, he is charged with failing to comply with a probation order in New Westminster.

He has been charged with breaking and entering, possession of a credit card or a fake credit card belonging to someone else knowing it was obtained in an offence and stealing mail in connection with Jan. 24, 2021 Coquitlam incidents.

Garcia faces five charges related to Aug. 7, 2022 incidents.

There, he is charged with: failing to comply with a release order by having identifications documents that were not his; two counts of resisting a police officer; using a forged document; two counts of impersonating another to gain advantage; two counts of possession of methamphetamine; and two counts of possessing identification documents relating to someone else.

Garcia faces 11 charges out of Surrey relating to March 2023. There, he is charged with:

• possessing another’s identity information with intent to use it fraudulently;

• attempting to thwart justice by attempting to secure release from custody in someone else’s name;

• fraudulently impersonating someone to avoid arrest and obstruct justice;

• stealing mail;

• possessing identification relating to someone else;

• possessing credit card data that would enable the holder to use it;

• failing to comply with a release order by possessing identification documents in a name other than his;

• failing to comply with a release order by possessing credit cards in a name other than his;

• failing to comply with a release order by possessing cheques in a name other than his;

• failing to comply with a release order by possessing mail in a name other than his; and,

• failing to comply with a curfew on a release order.

Garcia is charged with fraudulently impersonating another to gain advantage for himself in connection with an alleged Burnaby April 9, 2023 incident. Meanwhile, Garcia faces the same charge related to a Sept. 20, 2023 Richmond incident.

Garcia was granted bail several times but now remains in custody.

Garcia’s case was in Vancouver Provincial Court March 13 to fix further appearance dates.
