Does tourism work for the masses, or does it only feed the people that own the businesses?

I feel tourism could be described as trickle-down poverty. Traditional industries such as mining/forestry/fishing/oil and gas/manufacturing and real estate supply jobs that keep people going. Tourism seems to be two-per-cent top-heavy and lots of scraping-by people.
